Critical Language Scholarship, Department of State
The U.S. Department of State is pleased to announce
the opening of the scholarship competition for the
2015 Critical Language Scholarship (CLS) Program
in thirteen critical foreign languages.
The CLS Program is a program of the U.S. Department
of State, Bureau of Educational and Cultural Affairs.
It is a fully-funded overseas language program for
American undergraduate and graduate students.
With the goal of broadening the base of Americans
studying and mastering critical languages and to
build relationships between the people of the United
States and other countries, CLS provides study
opportunities to a diverse range of students from
across the United States at every level of language
learning.
The CLS Program seeks participants with diverse
interests, from a wide variety of fields of study,
backgrounds and career paths, with the purpose
of representing the full diversity of professional,
regional, cultural and academic backgrounds in
the United States. Thus, students from all academic
disciplines, including business, engineering, law,
medicine, science, social sciences, arts and
humanities are encouraged to apply.

Центр польско-российского диалога и согласия приглашает всех желающих российских исследователей принять учаcтие в конкурсе на получение стипендии для реализации научных исследований.
Срок подачи заявок на академический год 2015/2016 истекает 31 января 2015 г.
Стипендию можно получить на один или два месяца, а также на один или два семестра в академическим году 2015/2016
Cтипендия для реализации научных исследований присуждается на один или два академических семестра:
>а) исследователям имеющим российское гражданство или работающим в российских научных учреждениях, имеющим научную степень и научные достижения, подтвержденные соответствующей документацией, которые ведут или хотят вести исследования в области польско-российских отношений;
>
>б) лицам без научной степени, обучающимся в аспирантуре или имеющим существенные исследовательские достижения в области польско-российских отношений. Стипендия присуждается раз в год. Решающим является время поступления бумажной версии заявки в Центр. Заявки следует также отправить на адрес электронной почты [email protected] . В заглавии электронного письма и на конверте следует отметить: „wniosek o stypendium badawcze”.
Решение о присуждении стипендии на реализацию научных исследований принимает Директор Центра польско-российского диалога и согласия после ознакомления с мнением комиссии экспертов.
Лауреаты будут извещены о получении стипендии в письменном виде. Копия извещения будет одновременно отправлена по электронной почте в формате .pdf на указанный в заявке электронный адрес.
Комиссия экспертов состoит из не менее чем из трёх лиц, обладающих большим знанием и опытом в сфере польско-российских отношений. В состав комиссии входить нечетное количество экспертов, при условии, что большинство состава на является сотрудниками Центра польско-российского диалога и согласия.
Комиссия экспертов предлагая стоимость стипендии оценивает:
А) предложенный проект
Б) план расходов стипендии
В) соответствие запрашиваемой квоты стипендии с предполагаемыми финансовыми потребностями исследовательского проекта.
Ежемесячная квота стипендии, которую присуждает Директор, не будет больше чем:
- 3880 злотых для стипендии на два семестра,
- 5000 злотых на один семестр
- или 6500 злотых для стипендии на один или два месяца (в оправданных случаях даже 8000).
Стипендиат будет обязан:
А) выполнить программу стипендии.
Б) представить актуальные результаты реализации программы в любой момент, после просьбы директора Центра польско-российского диалога и согласия.
В) представить один (или более) промежуточный отчет, в том числе финансовый, а также подготовить общий отчет о стипендии для утверждения директором Центра.

CRF European Visiting Research Fellowships
Supporting research in the Arts, Humanities and Social Sciences in Scotland, CRF European Visiting Research Fellowships aim to establish a two-way flow of scholars between Scotland and Continental Europe. The funding for these is provided by the RSE Scotland Foundation.
This is a scheme supporting research in the Arts, Humanities and Social Sciences, in Scotland which aims to establish a two-way flow of scholars between Scotland and Europe. The Fellowships provide financial assistance, up to a maximum of £6,000, as a contribution towards the costs of travel and subsistence.
Next deadline: Monday 3rd November 2014
Applicants from overseas who are temporarily resident in Scotland or elsewhere in the United Kingdom OR applicants from Scotland who are temporarily resident in another European country at the time of applying will not be considered eligible.
The Fellowships will not be awarded to persons who are currently studying for a degree (e.g. PhD) either in the United Kingdom or overseas.
Grants of up to £6000 are available for visits of up to six months at a rate of £1000 per month to contribute towards the cost of travel, subsistence and relevant study costs.
Visits may be between two and six months and, in appropriate cases, planned breaks of study may be permitted and in exceptional circumstances the ensuing travel costs may be funded.
Applications are invited from scholars working in Scotland, who should be continuing members of academic or academic-related staff at a Scottish HEI, and whose research would benefit from a short period (2-6 months) spent in a European country outwith the UK.
Applications are also invited from scholars in European countries outwith the UK, who would benefit from a similar period spent in Scotland. Scholars from Europe wishing to study in Scotland must be nominated by members of academic staff from HEIs in Scotland. The Nominator must submit the completed form and will be responsible for the organisation of the visit and the disbursement of any grants provided under this scheme. Applicants from Europe should normally be employed in a recognised centre of higher education or research. As discourses of individual conscience, rights, republicanism, commerce, scientific studies of society, the spread of print, and the flourishing of belles lettres took root in as well as challenged the authority of the classical curriculum, liberal learning became increasingly concerned with the wider cultivation of men and women of enlarged minds and liberal sentiment, capable of engaging and participating in the political cultures as well as the globalized societies of which they were both observers and members. This foregrounding of cultivation—of the question of the ideal human subject of the liberal arts—not only sits at the center of Enlightenment learning but also provides a critical opportunity for us to unpack and reconsider our own concepts and practices of interdisciplinary learning and its relationship to the public. The guiding spirit of this conference is the notion that the origins of modern liberal education as a broad institution in the long eighteenth century—with its emphasis on cultivating individuals for civic life—can help us think anew about the ethics appropriate for the student of the arts today.
What are the subjects of the liberal arts? Who are the subjects of the liberal arts? What makes the arts liberal? And finally, what does the liberal artist owe the past and the present? Using these four questions as guideposts, an assembly of leading scholars from across disciplines will address specific aspects of their own work with an eye toward the place of that work in the present, thus throwing into sharp relief the civic aspects of liberal learning. By the end of the conference, we will have begun exploring a deeper history of thought and expression in early modernity and in the present than we have done thus far. Just as important, rather than taking the place and importance of the liberal arts today as a given, we will confront head-on the question of the usefulness of our study. With this effort, a widely-assumed dichotomy in scholarship between practices of critical self-reflection and pragmatic, publically-relevant work of civic engagement may be shown to dissolve.

десятой международной конференции по исторической русистике
«Историческая русистика в XXI веке»,
которая состоится в Будапеште 18–19 мая 2015 г.
Центр русистики Будапештского университета им. Лоранда Этвеша приглашает всех
специалистов, ученых на конференцию «Историческая русистика в XXI веке», целью
которой будет обсуждение различных аспектов и новых перспектив развития
исторической русистики.
Рабочие языки: русский и английский.
В мае 2015 года будапештский Центр русистики отмечает 20-й юбилей своего основания,
или 25-й, если принять во внимание год основания его предшественника, Венгерского
института русистики. По случаю этой почетной даты мы проведем 10-ю биеннальную
международную научную конференцию. Конференция ставит своей целью дать
возможность известным и молодым учёным из разных стран и культурных регионов
провести взаимный диалог для обсуждения назревших научных проблем в области
российской истории.
Тематические группы будут созданы по темам заранее отсогласованных докладов.

Twenty Five Years of Independent Inquiry
NCIS is excited to announce its 2015 national conference to be held in New Haven in June 2015. The theme Traditions and Transitions: Independent Scholars and the Digital Landscape will be addressed by our Keynote Speaker, Lawrence K. Grossman, former president of PBS and NBC News. He has couched his remarks as "The Tale of a Sometime 'Independent Scholar,' With and Without Footnotes in the Digital Age. "
The 21st century has essentially changed the way information is provided and how that information can be accessed. In addition to discipline-related traditional presentations, the conference will feature talks, panels, and workshops relating to technological changes such as those affecting scholarly communication, publishing, and access to digital resources. These panels and workshops will offer practical guidance about how independent scholars can take advantage of and apply this fast-paced, constantly evolving technology.
The conference will take place in New Haven, a city known for innovation and the incubator of many historic ideas and products. Tours of Yale's campus, libraries, and collections will be offered. The International Festival of Arts & Ideas ( http://artidea.org ) will be running concurrently. Attendees will be encouraged to attend some of its numerous cultural events as well as the free concerts on the New Haven Green.

Mr. Grossman currently serves as Vice Chair and co-founder of the increasingly influential "Digital Promise," the National Center for Research in Advanced Information and Digital Technologies, passed by Congress in 2008 and signed into law by President George W. Bush, and launched by President Barack Obama in 2008.
Digital Promise has taken a leading role in transforming American education, lifelong learning and skills training for the digital age. Mr. Grossman will offer his personal views on challenges to independent scholars and the priorities for research, given the remarkable impact of new, interactive media on all levels of education and public affairs.

The 2015 Soyuz Symposium seeks to engage scholars in an interdisciplinary debate about contemporary social, cultural, and political transformations in socialist and post-socialist regions world wide. In the previous year, a number of socialist and postsocialist regions have seen significant turmoil, from the anti-government protests in Egypt, Ukraine, and Venezuela to violent internal conflict in Syria and Sudan. We have also seen the creation of new, sometimes fragile, alliances including the formation of the Eurasian Economic Union, the emergence of unstable, separatist “states” in Ukraine, and the creation of a new socialist party in South Africa. These major world events challenge contemporary social and political boundaries, re-frame historical narratives, and invoke new constructions of statehood, personhood, and human rights.
This year, in cooperation with the Ellison Center at the University of Washington, Soyuz invites papers that address the intersection of historical legacies and contemporary change in socialist and postsocialist regions, such as:
• · Separatist regions and de jure states
• · Emergent nationalisms or nationalist discourses

1945-й был годом новых ожиданий и годом сведения старых счетов. Для одних приход Красной армии принес освобождение от нацистского господства, а установление советского правления открыло новые возможности и горизонты. В представлении других – этот год ознаменовался страхом новой оккупации и расплаты за прежние деяния, совершенные под нацистской властью. Оккупация и освобождение, нередко происходившее под знаменем реванша, имели далеко идущие последствия. Возникшие в тот период властные динамики и фобии продолжают ощущаться даже сейчас, семьдесят лет спустя.
В последнее десятилетие появились многие новые исторические исследования о Второй мировой войне и ее последствиях, в частности, значительно расширились научные знания о войне на восточном фронте. Однако исследования по теме оккупации и освобождения остаются фрагментарными, и существует острая необходимость в новых обобщениях и более обширных интерпретациях. Целью конференции «Европа, 1945: Освобождение. Оккупация. Возмездие» является собрать вместе исследователей, разрабатывающих новые темы и подходы к изучению истории Второй мировой войны, с целью выработки новых концептуальных обобщений. Задачами является провести сравнения между разными регионами и странами в период Второй мировой войны, а также содействовать выработке новых подходов и введению в научный оборот новых источников о переходе от оккупации к освобождению.
Хронологические рамки конференции не ограничены 1945 годом. Скорее, 1945-й выступает как метафора, символизирующая момент освобождения и перехода к послевоенному мироустройству. На некоторых территориях к западу от Москвы нацистская оккупация завершилась уже в 1942 году, и тогда же произошло возвращение советской власти. В других регионах, как, например, в Западной Украине, вооруженный конфликт продолжался и после 1945 года. Тем не менее, у этих территорий был общий опыт перехода от войны к миру, и проанализировать этот переход является главной целью конференции. Наиболее плодотворными, с точки зрения организаторов, являются подходы, рассматривающие факторы сталинизма, нацистской оккупации и восстановления советского правления в их взаимовлиянии и взаимоотрицании.
Организаторы приветствуют заявки, которые посвящены следующим темам:
- Общие черты и региональные различия оккупации;
- Опыт Красной армии в Европе;
- Взаимоотношения местного населения и советской власти;
- Процесс перехода от оккупационных к освободительным режимам;
- Интеллигенция под нацистской и советской властью;
- Коллаборационизм в период оккупации и как политическая категория после окончания войны;
- Опыт освобождения и восприятие Холокоста;
- Судьба военнопленных и перемещенных лиц;
- Культурная и социальная память об оккупации и освобождении;
- Взаимосвязь между довоенными, военными и послевоенными событиями и феноменами;
Допускается подача заявок и на другие близкие темы.
Организаторы приветствуют заявки на участие в конференции, которые рассматривают вопросы оккупации и освобождения в Центральной и Восточной Европе, включая территории Советского Союза. Доклады могут быть посвящены политическим, социальным и культурным аспектам оккупации и освобождения в период войны. Основное внимание докладов предлагается посвятить периоду с 1939 по 1948 год. Предпочтение будет отдано заявкам, рассматривающим районы действия Красной армии, тем не менее, организаторы принимают заявки, посвященные и другим регионам Восточной и Центральной Европы.

Заявки на участие в конференции принимаются до 15 октября 2014 года включительно. О результатах конкурсного отбора участники будут уведомлены не позднее 15 ноября 2014 года.
Заявка должна содержать: (1) имя докладчика, название научного учреждения, должность, почтовый и электронный адрес; (2) curriculum vitae (не более 2-3 страниц); (3) краткое сопроводительное письмо, поясняющее, каким образом исследования докладчика связаны с темой конференции; (4) тезисы доклада объемом 1 страниц a . CALL FOR PROPOSALS
As security-related issues, the fading role of the state and the gradual elimination of borders are central themes in both political and scholarly debates today. "Failing states" as a safe haven for terrorists, transnational organized crime, a loss of overall legitimacy, shrinking state authority in conflict-ridden regions are the relevant keywords in this context.
There is good reason for a more fine-grained perspective, however. Current security issues are multi-faceted and dynamic, ranging from military protection to efficient public infrastructure and a viable social negotiation process. As a matter of fact, the state is not irrevocably losing ground in security-sensitive areas. In some areas of national and personal security, state authority and sound governmental practice are more important than ever.
The "Security, Society and the State" research programme reflects these contradictory trends. It targets new security-related issues that are prime examples of the post-Cold-War era but have been largely neglected in mainstream research. The programme is intended to encourage junior scholars to pursue unconventional research agendas that are nonetheless crucial, while providing senior scholars with the opportunity to focus intensively on work in progress for a limited period. Moreover, the objective is to combine basic theoretical research with concepts that are applicable to present-day political issues of security policy.
The research programme addresses scholars of all disciplines in the humanities and social sciences. Types of funding include grants for research scholarships and research projects. PhD scholarships are only granted in connection with a research project. Research projects should be closely related to one or more of the five fields of research.
The Foundation's Board of Trustees decides on the applications on the basis of recommendation by an International Advisory Committee and members of the Academic Advisory Committee.

TOPIC FOCUSES
The special programme is sub-divided into five thematic areas:
1. CHALLENGES OF NEW TECHNOLOGIES
Traditionally security is regarded as a technical problem with primarily technological solutions: advanced weaponry, complex surveillance systems, and huge data bases seek to identify and neutralise threats in order to prevent them from becoming a reality. However, security technologies often have ambiguous consequences. Thus, new approaches see actors under threat as essentially involved both in the creation of their own insecurity and in its reduction or elimination.
Research proposals are invited on the relation between the security of societies and the technological measures that are implemented in order to assure it. Possible research topics will explore the links between the security of societies and states, and the technological innovations that impact both the threats they confront and their means to dealing with them: cyber-security, surveillance, biometric identification, information exchange, critical infrastructure protection, CBRN and bio-security, and crisis management, among others.
2. PUBLIC ADMINISTRATION AND HUMAN SECURITY
The physical security of humans and objects is fostered by the public administration of order and the government provision of services. The loss of the state's monopoly on the legitimate use of force in relation to the military and the police does not automatically translate into a collapse of public order, as is illustrated by the provision of administrative and social services by armed groups in civil war societies. However, security gaps also occur in stable democracies with powerful governmental and administrative apparatuses due to political or economic counterincentives to effective control, a lack of inter-agency cooperation, or ignorance as regards warning signals. The "Public Administration and Human Security" research field is designed to promote research devoted to the performance or failure of public administration outside the military and law enforcement services in relation to the state's security-sensitive functions.
3. PATTERNS OF CONFLICT RESOLUTION BETWEEN THE STATE AND TRADITIONAL ACTORS
Traditional civil society structures in crisis-ridden and post-conflict regions may exert either a facilitating or a restrictive influence on processes of conflict resolution and sustainable peace building. Whether the co-existence of democracy, autocracy and various types of traditional institutions such as chief systems or consensual systems foster or threaten peaceful civil life is a moot point. It makes a substantial difference as regards the re-stabilization of conflict-ridden regions whether the relationship between indigenous traditional and modern Western political institutions is regarded as tense, mutually paralyzing or possibly complementary. The "Conflict Resolution between the State and Traditional Actors" research field is designed to sponsor research that focuses on the interdependency of the two domains with the aim to develop realistic concepts of security policy.
4. NON-GOVERNMENTAL ACTORS AS PARTNERS AND CONTENDERS OF THE STATE
Governmental and non-governmental actors find themselves in an ambiguous relationship, often fraught with tension, when it comes to securing key functions of the state and its administrative infrastructure. On the one hand, as agenda setters non-governmental organizations have become serious competitors of nation states and their governments even at the international level. On the other, they also may act as vital sponsors of security provision in areas such as human rights protection, migration policy or the containment of intra-state violence and post-civil-war reconstruction in lieu of a governmental agency unable or unwilling to assume responsibility. By contrast to governmental actors, however, NGOs are exposed to incentives to 'stay in business' as experienced conflict managers. The "Non-Governmental Actors as Partners and Contenders of the State" research field is designed to promote research focusing on the interaction of the productive and the precarious side of security-sensitive activities of non-governmental actors.
5. SECURITY STRATEGIES BETWEEN DOCTRINE FORMATION AND IMPLEMENTATION
The gap between strategic principles and their implementation is a notorious problem in security policy. While current scholarly and political debates focus extensively on the interpenetration of international and domestic security issues as well as the insufficient implementation of related policies within the framework of multi-lateral arrangements and national security doctrines, the degree to which such doctrine formation is appropriate tends to get neglected. What characterizes the interlinkages of "internal" and "external" security and how they vary internationally is as much a moot question as is how processes of doctrine formation actually evolve and how mutual learning among various schools of thought is organized. The "Security Strategies between Doctrine Formation and Implementation" research field is designed to promote research targeting the ambiguous nature of the linkages of international and domestic security and the resulting doctrine formation in and its interaction with the practice of security policy.

К рассмотрению принимаются ранее не публиковавшиеся рукописи, в которых развиваются теоретические и методологические идеи Павла Романова и/или близкие направления исследований.
Павел Васильевич Романов (1964–2014) – социолог и социальный антрополог, профессор НИУ «Высшая школа экономики», основатель и первый главный редактор «Журнала исследований социальной политики», директор «Центра социальной политики и гендерных исследований». Он посвятил свою научную карьеру изучению социальной политики, социальных проблем, организаций и профессий. Результаты исследований, методологические и теоретические наработки отражены в публикациях П.В. Романова – монографиях, статьях, выпущенных под его редакцией книгах. Многие коллеги и ученики Павла Васильевича продолжают свою научную работу с использованием социально-антропологических подходов, качественной методологии, визуальных методов.

Статьи, присланные на конкурс, могут отвечать на следующие исследовательские вопросы, хотя и не должны ими ограничиваться:
1. Как меняются представления о профессионализме в эпоху социальных трансформаций и кризисов?
2. На какие новые вызовы приходится отвечать специалистам, занятым в различных сферах социального государства?
3. Как меняются ландшафты профессионализма в современном мире?
4. Чем характеризуются профессиональные культуры в условиях меняющихся отношений между государством, рынком и гражданским обществом?
5. Можно ли говорить о прекаризации и медиатизации труда в социальной сфере?
6. Как связаны различные измерения социального неравенства (гендер, этничность, класс, инвалидность и другие) с профессиональной культурой? Как возможен инклюзивный профессионализм?
7. Профессиональное знание в эпоху информационной открытости: кризис автономии или новый когнитивный порядок?
Статьи могут быть посвящены как теоретико-методологическим вопросам, так и результатам эмпирических исследований, иметь фундаментальный или прикладной характер.
Результаты конкурса будут объявлены на конференции «Пересматривая профессионализм: вызовы и реформы социального государства» в НИУ ВШЭ 21–22 мая 2015 г. Участники, прошедшие конкурсный отбор, будут приглашены для выступления на конференции. Победителей ждут денежные призы и памятные подарки. Лучшие рукописи будут опубликованы в «Журнале исследований социальной политики» после доработки авторами в соответствии с комментариями рецензентов и редакторов.
