Global Fellows Program
Princeton University is pleased to announce the call for applications to the  Fung Global Fellows Program at the Princeton Institute for International and Regional Studies  (PIIRS).  Each year the program selects six scholars from around the world to be in residence at Princeton for an academic year and to engage in research and discussion around a common theme.  Candidates will be considered in three categories:  (1) Four of the fellowships will be awarded to early-career scholars employed in the equivalent of tenure-track positions who are expected to return to their position. (2)  One fellowship is set aside for a postdoctoral research associate who at the time of application does not have a tenure-track faculty appointment.  (3) In addition, one fellowship will be awarded to a senior scholar.  All candidates must be based outside the United States.
During the academic year 2019-20, the Fung Global Fellows Program theme will be  “ Thinking Globally .”   How people have thought about the planet has informed the institutions, norms, and policies that have pulled it together and torn it apart.  For centuries, ideas of free trade, human rights or global governance have framed cooperation and competition, order and disorder.  Such ideas have also spawned border-crossing movements, from campaigns to end slavery to commitments to reduce carbon emissions.  In turn, global thinking and action have often reinforced commitments to national ideas and efforts to curb global exchange.  The goal of this research theme is to explore how ideas framed the understanding of interests and the making of institutions that have yielded commonness and conflict across and within borders.  We also want to understand how these ideas and practices came into being through scientific networks, foundations, and think tanks.  The Program will also examine rival world ideas that have challenged prevailing orthodoxies.  Nowadays, with cooperative norms under challenge, global institutions under stress, and a century of guiding ideas about global convergence in doubt, we want to take a broad look at where these ideas came from, their effects, and the prospects for intellectual renewal or rethinking.  The goal of the 2019-20 Fung Global Fellows cohort will be to explore the ways people learned to rely on or to reject strangers far away, as well as to imagine how global relationships came to be and could be different.  We welcome applicants from all disciplinary and inter-disciplinary fields from the sciences to the humanities whose work addresses this set of themes in any historical period or world region.
Applications are due on November 9, 2018 .  All candidates must reside outside the United States. To be eligible, postdoctoral applicants must have completed all requirements for their Ph.D. before August 1, 2019 but cannot have received their degrees more than three years prior to the start of the appointment on September 1, 2019.  Early-career fellows must have received their Ph.D. or equivalent no earlier than September 1, 2009.  Senior scholars, who have received their doctorates before 2009, must have faculty appointments and a record of scholarly accomplishment in the designated theme of the program.  Fellowships will be awarded on the strength of a candidate’s proposed research project, the relationship of the project to the program theme, the candidate’s scholarly record, and the ability to contribute to the intellectual life of the program.
Postdoctoral   applicants may apply at   https://www.princeton.edu/acad-positions/position/7241 .
Early career   fellows may apply at   https://www.princeton.edu/acad-positions/position/7262 .
Senior fellows   may apply at   https://www.princeton.edu/acad-positions/position/7263 .
For more information on eligibility requirements and the application process, see  http://piirs.princeton.edu/funggfp/call-applications .
Princeton University is an  Equal Opportunity/Affirmative Action Employer  and all qualified applicants will receive consideration for employment without regard to age, race, color, religion, sex, sexual orientation, gender identity or expression, national origin, disability status, protected veteran status, or any other characteristic protected by law.

CFP: Access to Justice in Eurasia: From Regional to Global, University of Helsinki, 19-20 November 2018
by  Marianna Muravyeva
Call for papers: please, do not hesitate to disseminate!
Access to justice has become an important issue in many justice systems around the world. Access to justice enables individuals to protect themselves against infringements of their rights, to remedy civil wrongs, to hold executive power accountable and to defend themselves in criminal proceedings. It is an important element of the rule of law and cuts across civil, criminal and administrative law. Access to justice is both a process and a goal, and is crucial for individuals seeking to benefit from other procedural and substantive rights. Access to justice is considered to be a human right and well protected by the international treaties and national legislations. Access to justice under EU and CoE law is twofold: it includes right to a fair trial and right to an effective remedy (art. 6 and 13 of the ECHR).
One of the fundamental problems in access to justice is a concept of equal justice. In conventional usage, the concept seems largely procedural. “Equal justice” is usually taken to mean “equal access to justice,” which in turn is taken to mean access to law. But as is frequently noted, a purely procedural understanding by no means captures our aspirations. Those who receive their “day in court” do not always feel that “justice has been done,” and with reason. Procedural hurdles and burdens of proof may prevent the have-nots from translating formal rights into legal judgments. And post-judgment power relations between the parties may make legal victories too expensive and difficult to enforce, or may prompt legislative backlash. Those who win in court may still lose in life.
The popular image of the Russian judicial system is dominated by two contradictory narratives. One emphasizes its dysfunctional elements, focusing on the public's distrust of the courts. This narrative delights in presenting high-profile cases in which the outcomes are blatantly dictated by the desires of the Kremlin as representative. The other looks more to the day-to-day reality of the courts and stresses the burden on judges caused by the avalanche of cases brought before them. There is a logical inconsistency to the two images. Remarkably, both have more than a kernel of truth to them. To a considerable extent, they feed on one another. Overworked and exhausted Russian judges make mistakes that contribute to low public esteem for courts. Yet court administrators continue to push judges to absorb ever-greater numbers of cases as a way of proving the value of courts. Among other things, e-justice has been seen by the administration as an effective remedy against backlog and inability to provide efficient access to justice. Similar narratives are applicable to other post-Soviet countries, many of whom have been undergoing a wide range of changes in an attempt to integrate into a variety of regional and global legal orders.
The Faculty of Law in cooperation with Aleksanteri Institute of the University of Helsinki is pleased to announce the annual conference in Development of Russian Law, which will take place in Helsinki on  November 19-20, 2018 . This conference continues the series of workshops, seminars, and conferences in Russian law, organized by the Faculty of Law since 2008. This annual event is devoted to discussions of the new and important topics within the field of Russian law and legal studies. This year’s focus is on access to justice in the post-Soviet space in the context of regional and global cooperation, especially with the EU.
We encourage submissions of  individual papers  and  full panels  in the following  themes and beyond :
*  Comparative approaches to access to justice and concept of equal justice;
*  National, regional and global justice systems;
*  Judicial reforms and efficiency of justice in post-Soviet and Eastern European countries;
*  Privacy, data protection and human rights in relation to access to justice;
*  Equal access to justice in Eurasia vs EU;
*  International public law and legal institutions (ICC, ECtHR, BRICS, Commercial arbitration and others) and Eurasian legal changes and adjustments;
*  Judiciary and its professional culture;
*  Regional models of judicial cooperation;
*  Electronic access to justice and its remedial powers.
We welcome legal researchers from across disciplines to join our discussions of current issues in legal studies and law. We especially encourage younger scholars and graduate students to apply.
The working language of the conference is  English . All presentations and discussions are held in this language.
For  individual paper submissions , please, include:
- Name;
- Affiliation;
- Contact information;
- Title of your talk;
- Abstract (200-400 words).
For  session proposals , please, include:
*  Title of your session;
*  Organiser’s name, affiliation and contact information;
*  Session’s Chair and Discussant;
*  Session abstract (400 words);
*  Each presenter’s name. affiliation and contact information;
*  Each presenter’s title and abstract (100 words).
The proposals shall be submitted by  25 September 2018  via the  online submission system .

CFP: Pacific Russia: Transnational and Transimperial Perspectives on Modern Northeast Asia (from 18th century until the 1930s)
by  Ivan Sablin
International Workshop at Bielefeld University, organised by Sergey Glebov (Amherst), Frank Grüner (Bielefeld), Andreas Renner (Munich) and Ivan Sablin (Heidelberg) in cooperation with the German Historical Institute (DHI) Moscow and its collaborative research project “Russia’s North Pacific”.

Date:  26-27 October 2018

Place:  Bielefeld University, Center for Interdisciplinary Research (ZIF)

From the seventeenth century onwards, the Russian Empire aspired to control the North Asian and North American Pacific littoral areas and waters. Entangled with the history of the Russian colonial expansion in Asia and America, Pacific Russia evolved geographically – shifting from the extractive colonies in Beringia and Alaska in the early period to settler colonial society in the early twentieth century. Its maritime orientation makes it an unusual exception to the presumed rule of Russia’s continental nature as a historical empire.

Russia’s expansion into the Pacific area and its penetration into Northeast Asia during the nineteenth and early twentieth centuries significantly contributed to the transformation of the empire as a whole and turned its Eastern parts into dynamically developing regions undergoing imperial rivalries and processes of globalization. Thus our understanding of “Pacific Russia” encompasses both the imperial orientation to the Pacific and specific areas on the one hand and, on the other hand, local dynamics in the Pacific littoral.

The workshop takes seriously the fact that Russia’s Asia-Pacific was a transnational and transimperial region of the Russian Empire that was shaped by different peoples and powers. Pacific Russia’s position in global history is at once marginal or peripheral and central.

Topics of conference papers can focus on the following aspects in particular:
*  Russia’s Asia-Pacific as a region of colonial expansion and conflict from the 18 th  century until the 1930s
*  encounters and exchange processes in the area of trade and commerce, e.g. fishing (industry)
*  transnational or transimperial entanglements in Russia’s Asia-Pacific region
*  cultural encounters, brokers, itineraries and institutions in Russia’s Asia-Pacific region
*  transfer and exchange of knowledge and local practices
*  the role of individual and collective agency in Pacific Russia
*  port cities and railway towns in Russia’s Asia-Pacific as portals of globalization and laboratories for diverse cultural transfers, interactions and negotiation processes
*  Russia’s Asia-Pacific as a space of transit, mobility and migration
*  Russia’s Asia-Pacific as an object in historiography
Formal requirements:
*  Applicants should submit the title of a paper, an abstract of max. 300 words and a short CV to Frank Grüner ( [email protected] ) by  15 July 2018 .
*  Successful applicants will be requested to submit a full paper (5,000 words max.) by 7 October 2018. The papers will serve as a basis for discussion during the conference. Selected papers are expected to be published.
*  The presentations at the conference in Bielefeld last a maximum of 20 minutes.
*  Board and lodging costs will be covered by the organisers of the workshop.
*  Travel expenses could unfortunately not be covered by the organisers; PhD students who have no possibility of travel costs being taken over by institutions in their home country may apply for a refund of travel expenses by the organisers. Travel costs of up to three selected Russian scholars might be covered by the German Historical Institute Moscow.
Dates & deadlines:
Application deadline: 15 July 2018
Acceptance/rejection notification to authors: 29 July 2018
Paper submission deadline: 7 October 2018
Workshop at Bielefeld University: 26-27 October 2018

Call for Papers / Madrid 2019
>https://www.memorystudiesassociation.org/madrid-conference-2019-cfp/
>Dear Colleagues and Friends,
>
>Founded in 2016 in Amsterdam, the Memory Studies Association (MSA) aims to provide a central forum for developing, discussing, and exchanging ideas about the theory and methodology of the broad-ranging field of memory studies.  The MSA welcomes all students, scholars, and practitioners interested in memory in both the public and private realms, no matter their home discipline, to come together to help advance the field and exchange work and ideas.
>Though we welcome contributions from across the field, a starting point of our discussions during  our next annual conference in Madrid  (25-28 June 2019) is to further connect various regional traditions in memory studies around the world. One of the tasks in memory studies – and with that for the MSA – is to be as inclusive and diversified as possible. Among other considerations, this implies moving beyond European and Western conceptualizations. As we increasingly understand memory processes, media, and agents as unbound, flexible, mobile and in constant transformation, memory studies as a research field has to be at least as innovative, dynamic and ever-changing as the objects, platforms and forms of remembrance we study. In this constant state of creative becoming, we believe that memory studies needs to constantly stretch out to new and under-explored areas to incorporate in a more systematic manner non-hegemonic epistemologies of the past.
>This conference will thus highlight, among other things, the extending horizons of memory studies, inviting papers that discuss both transnational memory constellations and specific examples of local memory-making around the globe. It seeks answers to questions such as: How can memory studies continue to conceptualize the production of memories around the globe while taking into account the diversity of conceptualizations of time and space? Acknowledging the fact that current theories of memory are heavily influenced by the memories of traumatic pasts, how can memory studies broaden its scope, for instance, by incorporating the analysis of non-violent pasts?
>As an interdisciplinary forum for memory studies, we warmly welcome contributions from various research fields and explicitly invite transdisciplinary approaches.
>Submissions of papers and panels can address but are not limited to:
>*  Memories and time
>*  Methodologies in memory studies
>*  Non-Western memory epistemologies
>*  Memories and migration
>*  Mnemonic hegemonies / The power of memory
>*  Traumatic memories
>*  Memory politics
>*  Administration of memories
>*  Memory and the everyday life
>*  Ethics of memory
>*  Memory and the media
>*  Memory and the global
>*  Memory and the anthropocene
>*  Memory and emotions
>*  Entangled or multidirectional memories
>*  Neuropsychological approaches to memory
>*  Gendered memories
>*  Geography and the memory of sites/spaces
>*  Religious and ethical aspects of memory
>*  Sociological approaches to memory
>*  Anthropological approaches to memory
>*  Remembrance in the digital age
>*  Memory and cultural heritage
>*  Teaching memory studies
>*  Careers in memory studies or practice
>The MSA welcomes a variety of formats of presentations, including “traditional” academic papers, full panels, Q&As and roundtable discussions. For the Madrid conference, we will accept contributions in Spanish in addition to the English. Consequently, the submissions can be sent in either or both languages. We also encourage the submission of both full panels (preferably with participants from different universities) and innovative proposals for workshops, film screenings, roundtable discussions and more. Proposals for bilingual panels are also welcome. Please contact the organizers if you would like to discuss ideas, or if you have further questions.
>The proposals should include a title, abstract and a short bio of 80 words. The abstracts, of a maximum length of 200 words, should position the contribution within one or more themes and indicate the preferred format of the contribution (traditional paper, workshop, film presentation, roundtable…).
>The  submission system  is now open and will close on 1 October 2018. Acceptance letters will be sent out in January 2019.
>Further questions can be addressed to  [email protected]
>Best regards,
>Memory Studies Association

immigration, environment, technology, health, reproduction, sexuality, education, and violence. The rise of illiberal
populism and “anti-genderism” has rolled backed progress
on many issues, but women and feminist groups have also
fought back, including with their own #MeToo movements
and against full criminalization of abortion in Poland. What
impact have both feminist and anti-feminist movements
had on political practices and institutions? What are the
moral and ethical implications of these issues and related
policies?

The workshop’s focus is on the postcommunist countries
of East, South and Central Europe and the former Soviet
Union, including the Baltic countries and Central Asia,
and their relationship to Europe and the European Union.
Recent workshops have included such topics as critique
of law faculties in Eastern Europe, women’s protests in
Poland against banning abortion completely, and
anti-genderism in Germany, Moldova, Armenia, and
Russia. Recent speakers have included Mieke Verloo
and Julie A. Cassiday.

The workshop is an informal and friendly group of
about 20 feminist scholars, activists, and journalists
who have been meeting for more than two decades
and are knowledgeable about the region. This is the
perfect space to present recent theoretical and/or
critical work, empirical research, and critical and
scholarly reflections on your activism.

We offer a small honorarium. We regret that we
cannot cover transportation expenses to New York
City or offer assistance for visas or accommodations.

To propose a talk, please email the following to Janet
Elise Johnson ([email protected]) and
Mara Lazda ([email protected]):
1. a title for your talk
2. an abstract of less than 200 words describing
your proposed talk
3. a one-page curriculum vitae or resume.

CALL FOR PAPERS
LABORATORIUM SPECIAL ISSUE
CITIZENS’ CRIME WATCH AND VIGILANTISM IN POST-SOVIET SOCIETIES
 Guest edited by Gilles Favarel-Garrigues,  CNRS Research Professor in Sciences Po-CERI, Paris.
and Ioulia Shukan,  Assistant Professor at the University Paris Nanterre, researcher at the Institute of Social Sciences of Politics

Since the breakdown of the USSR, policing has changed in different ways in post-Soviet societies, as result of numerous reforms of law enforcement agencies and a promotion of new forms of cooperation with private firms, as well as with citizens (registered volunteers,  druzhiny , neighborhood communities and vigilantes). In the 2010s, new forms of policing initiatives have developed: car drivers involved in in denunciating corrupt road traffic policemen; anti-migrant and anti-drug patrols; raids against smokers and drinkers in public spaces; pedophile hunting; organized surveillance of prohibited contents on the Internet; raids in shops to check expiration dates, etc. Those practices encompass — more or less exhaustively according to the case —provocation, search, inquiry, patrol, arrest, seizure and punishment.

At first glance, the terms “vigilantes” and “vigilantism”, that anthropologists define as “cheap forms of law enforcement” may seem irrelevant in post-Soviet contexts, especially as they immediately evoke the issue of the frontier and racial conflicts in US history and as they have no equivalent in Russian. Vigilantism has however spread all over the world and is particularly boosted by the development of new technologies that allow vigilantes to set traps against the presumed “offenders” or “deviants”, to gather people to form vigilante mobs and later show the results of their activity on social networks.

In our view, vigilantism as a concept means collective coercive practices implemented by unofficial players to enforce compliance with certain (moral, social or legal) norms and/or to render justice.  Targeting delinquents external to the community but also, very often, the community’s own deviants, vigilantes engage in crime fighting as much as in social control. Some of their activities are carried out publicly, in the name of a reference community; some other are more discreet and punitive and involve witnesses who are supposed to spread the information and feed the group’s reputation. The vigilantes have at least some form of rudimentary organization, which allows them to place their actions in a sort of routine (not like lynch mobs) even if they remain ephemeral.

This issue of  Laboratorium  aims at gathering papers on this subject, mixing languages (English-written and Russian-written papers) and disciplines (sociology, anthropology, political science, history, geography). We welcome papers focusing on contemporary forms of policing from below and vigilantism in post-Soviet societies, but also those giving historical background to these phenomena, from the nineteenth century (“vozhdenie” practices in Russian villages; Cossacks; urban policing) to the Soviet era (policing practices of “komsomolskie spetsotryadi” or “DND”). Papers may focus on different sources: personal observations and interviews, communication of the policing groups, media coverage of their activities, controversies and trials, etc.

Of particular interest are the following issues:

—  Trajectories of collective/individual commitment to vigilantism and payoffs it generates.  What are these justice dispensers seeking? What kind of payoffs do leaders get from their activities? How to understand the involvement of rank-and-file participants who remain in the shadows:  as a search for “sneaky thrill” or for local fame?

—  Relationships between vigilantes, law-enforcement agencies and local political elites . Is vigilantism in Post-soviet space a “spontaneous”, grassroots phenomena, as the standard definition pretends? On what kind of actors do they rely in their search for equipment and funding? What are their relations with law enforcement agencies and the government? May we talk about state-sponsored vigilantism in Russian case?
 — Legitimacy of coercion . How legitimate are these policing initiatives? How does the governmental management of these groups reflect (or not) the willingness to suggest that maintaining order justifies breaking the law? How do these initiatives impact the activity and legitimacy of law enforcement agencies?
 —  Defining   citizenship and civil society . As all post-soviet vigilante groups, including neo-Nazis, claim to be part of the civil society, renewing our conceptualization of State-society relationships in post-Soviet societies is central to the issue. How do these groups define civil society? Which conceptions of citizenship are promoted in these initiatives? To what institutional resources granted to NGOs vigilantes may pretend?

Proposals and short author biography should be sent by July 15, 2018 to the managing editor Oksana Parfenova   [email protected]  . Please, indicate the subject of the message as  “For special issue VIGILANTISM”
Full papers should be submitted by December 31, 2018 through the website of the journal   http://www.soclabo.org   , attaching your submission to the special issue.
